As mentioned the downside of a plug in voltmeter is most of the time you're not going to be watching. Some type of voltage protection that will shut off power if the voltage drops below a certain point is the way to go in my opinion. A step up would be an autoformer that will boost voltage if it drops to a dangerous level (dangerous to the life of your appliances) so you can keep things running (primarily A/C) if voltage drops.
