NPS has always had public access as part of their mission. This is directly opposite of wilderness declarations. There is a room for both types.

This is confusing. Is the NPS supposed to protect national parks for everyone to enjoy, or fence them off?
I thought NPS was supposed to keep "wild areas" open to the public, while still protecting it.
Seems logical... if the public pays for the national parks, the public should have access.
