Not enough detail here. Did you have a reservation or show up at the last minute? If no reservation... you can only take what you get.
Where is this park located that overflow was $40? I've paid $80 to stay at a bare bones park outside NYC and was okay with the price. I've paid $130 to stay at a RV park in Florida in February and agreed to pay the price (no reservations, only spot open. My mistake, I willingly paid the price). Depending upon where you went, $40 could be reasonable.
One of my favorite features about my Jayco is that it has WHEELS on it. If I don't like a park, I can move on down the road. I don't really like KOA parks because they are generally more expensive. Now, when my kids are older and might enjoy the amenities I might reconsider. Sorry you had a bad experience... not sure how that is applicable to any of us though.
