Whenever we go to Big Mac we always stay at Country View Campgrounds. It is located on the south side of the interstate. They have everything from tent sites to full hookups. Long spots to put you camper and boat in one spot. Very well taken care of place and nice owners. Dirty/gravel pads that sometimes need leveling but nothing dramatic.
Lake Ogallala SRA has only electric hookup with community showers. It is very nicely shaded with trees. Clean. Right on the lake.
Vans is nice. Spots are a little tighter than the two above. Has a little store where you can get supplies. It has a boat ramp but depending on the water level you may or may not be able to launch your boat from there. You can launch from the beach if you have the capability. It gets very crowded on popular weekends like Memorial or 4th of July with partiers so a little noisier.
As for time of the year it all depends on what you want to do. More importantly since you have a boat I look at the lake levels because the boat ramp access is gonna depend on them. Msg me if you need details.
Hope this helps
