You may need to check with your state DNR web site to find out if your State Parks are open year round. Yes, open year round. But not necessarily have water as the water will be turned off.
Indiana State Parks are open year round. But after October 31, the water is shut off and the price of a campsite drops considerably. If you bring your own water, you can use your on-board facilities and still use the dump station, but water will be off at the dump station too. And bath houses will be closed up. If they have pit-toilets, they will remain open.
We've winter camped in Indiana this way and had a blast! Loved it! After the trailer gets winterized, absolutely NO water is run through the trailer. We use a portable port-a-potty, cat bath with water heated on the stove and tossed out the door. Great times! Because of work, we usually just do a Friday night through Sunday afternoon. But we've got the ENTIRE campground to ourselves!
Now, if you want to travel to Kentucky? Many of their state parks have water all year.
