I feel your pain, but let's face it:
Parks has probably heard every sob story in the book by folks canceling reservations, so no big surprise that they charged for the cancellation for your Dad's spot.
It sounds like what you're really p.o.'d about is the second $18.00 incurred by your dropping a day off your own reservation and making a "new" one for the other day. Don't blame you for that, especially since Michigan's page on fees says only this:
It certainly doesn't mention charges for CHANGES to an existing reservation, which is what you were trying to do.
I recommend you contact DNR directly and leave the poor schmos at the Park out of it- it's unlikely they have any authority to do anything about it and why annoy them before you even start to camp?
Here's a link to DNR's "contact info page"- as you'll see, it's all e-mail stuff BUT if you click in the first link offered there (DNR Customer Service Guide), you'll get a Mother Lode of phone numbers, beginning with the Director's! I'd start there and work my way down...
