We were at Holland State Park last week and based on the lack of available sites and the number of out of state vehicles, seems like there are enough people that tolerate the fees.
wfred, I would have checked the DNR website to see how many sites were available the night before your reservation and just done a walk up that day. Then, you could have dropped your last day for no charge.
From my experience the reservation fee and cancelation fee aren't much different then some of the other state park systems.
