It's a state park. The owner is the Illinois DNR.
And - yes the state is losing a lot of money ever since Reserve America took over the campgrounds.
Writing to the Michigan DNR won't change anything in Illinois.
Writing to the Illinois DNR might help but the current five year contract still has two years to go.
