Hate to admit it, but Reserve America is actually a Canadian company based in Milton, Ontario. And even though it's based in Ontario, the Ontario Provincial Parks use "Camis", another Ontario-based company for their reservation services.
Having said that, we've used RA to book sites in NY and SC, and it's worked as well as the Ontario system. However, they were straightforward reservations with no cancellations, unlike the OP's situation.
With both RA and Camis, we've found that often there are more open sites than what the system indicates. The campground office staff do the best they can, but cannot easily "override" the "system". Poor integration of on-the-ground realities with the off-site reservation system is the main culprit.
