There is no possible way to make everyone happy all the time.
I've been the camper who's reserved a site, and I've been the camper who's just shown up hoping to get a site. And I've been the camper who's had to change plans suddenly due to an emergency.
I've had my TV breakdown in the middle of nowhere (but thankfully only 2 miles from a campground, to which I was able to limp before having the TV towed) two hours into a planned 6 hour day's journey and been stuck there for 4 days until repairs were made. Not my fault, but messes up plans and reservations anyway.
I've seen campgrounds half full but fully reserved, and been turned away.
I know of no magic solution to make people's plans bulletproof and reservations always certain, but I understand efforts to deal with folks who think nothing of making reservations they have no intention of keeping, then whining about the fallout of their own inconsideration of others. And to those caught in the backwash by events beyond their control, I wish solace, but there is a limit to sympathy.
