In a private RV park, there is no excuse for this.
Unless they are going in every couple of days and adding a few days. It is not fair to move around people who already have reservations to accommodate those who travel by the seat of their pants, medical issues or not. How would you feel if the site you reserved was given to someone else and now you are not next to your family, or not near some amenity you requested to be near because someone wanted to add a day to their stay? It is much more complicated then you and the OP make it out to be. Pleasing dozens of people, all with different needs is difficult at best and sometimes impossible.
