I'll bet it was NF or maybe BLM. The Park Service does not use contractors so far as I know. Tho now I think about it they do use them in a few major parks, Yellowstone and Yosemite (which does not include the cg in Yosemite), for example. The NPS must specify in their contracts that the contractor has to accept the passes. I think it was legal because the NF/BLM hand over the operation of the campground to the contractor who pays them a set fee. Without putting in the contract that the contractor accepts the passes. The Feds generally make more money than if they ran the place themselves. The contractor handles campground fees and takes care of maintenance and upgrades to the CG.
There is nothing new about this, it's been going on for a long time in Ocala NF.
