Three weeks really isn't enough time for such an ambitious trip. Is there something or someone specific that takes you as far south as San Diego? If not consider concentrating more on northern CA and OR.
As far as visiting any of the Utah parks, they are out of the way since you are needing to make good time travelling. At you going out I-40 or I-10? Returning via I-84/I-80/I-70?
Once in OR and CA, are you planning to travel the coastal route or the inland route. Along the coast, you don't make nearly as good of time. OR SP's are great for camping, although many along the coast are already getting pretty fully booked by now for next summer.
I know I've given more questions than answers, but we need to focus in on where you are going to give you the best advice.
