I agree that Camp Gulf seems to meet all of your requirements. I haven't camped there but have been there several times, as we go down with a group of 20 and stay in a condo. I personally would opt for a row back from the beach in the shade. You're still on beach-front property, but just not under your awning in the sun and wind.

Destin RV Beach Resort listed. Scenic 98 runs along the beach at this location so you cross to the beach. Very upscale sites with concrete patios and pavers and lush landscaping, pool, very clean, gated. Very nice.
