Try Peters Pond Park in Sandwich. They've been under new ownership for a few years and reviews are much better. Not far from the canal and a number of beaches. As far has finding a beach for the dog, not likely. At that point in time most of the local beaches require permits and the national seashore beaches won't allow pets. PPP has a pond on the property but I don't know if they have a dog beach.
According to this, the National Seashore allows leashed dogs on all the beaches except for lifeguard protected beaches (looks like the lifeguards don't start work until mid June, so I would think that means dogs can go on any beaches before that). Unless I'm missing something? It's been years since I've been to the Cape with a dog, but we're planning to bring ours there this summer and were counting on getting them some beach time at the Natl Seashore...
