As far as 22 v 78, I actually prefer 22. Yeah, there is traffic around the Whitehall area, but in my opinion not too bad. 78 is a lot hillier. As mentioned, where the two highways converge is a mess no matter which one you're on.
I keep our TT is Gardiner NY about 4 miles from the Newburgh KOA. I've done this trip a few times taking 87s to 287s to 78w when heading south. It cuts out the problems of construction on I-84 in Pennsylvania.
