Is there a way to not heat the big shop? Perhaps that would lower you costs to a reasonable amount. If it is like most shops I know there is less of a problem of aesthetic damage than in your house. If there are things in the shop that need to be kept above freezing move them into the house or build a small warm room within the shop.
