Who enforces the licensing provisions if not the CRTC? Transport Canada? Whoever enforces the licenses is obviously throwing some weight around.
The CRTC authority stops at the Canadian border hence receiving Satellite reception outside of Canada is of no concern to them, it might be a concern of the FCC (If they wanted it to be) so most likely the concerns are coming from the other competitors like Dish, Direct TV, Cox, Comcast, etc.
In my area of Florida in our community there are 1200 homes & 350 RV's possibly 2800 people of which maybe 15 to 20% are Canadians. A large percentage have Canadian Satellite Service (read Shaw Direct now) many Satellite Dishes are like my dish i.e. a very large dish & stands out with the "SHAW DIRECT" written across it. It would not take an Einstein to figure out that the above mentioned Satellite & Cable Companies are going to be concerned by the loss of business.
So they complain to the FCC & I would imagine the FCC talks to the CRTC who possibly talks to Shaw.
So no doubt we are on a short leash in receiving Canadian Satellite TV.
There are a few other options like a Sling Box that a few on here have used with some degree of satisfaction.
I cannot understand why the American Cable & Satellite Companies do not broker a deal to add on Canadian service to their own networks as a Premium service....maybe it is not that easy.
Anyway enjoy the Canadian service until it ends and when it ends is anyone's guess. It's not the end of the world, one can pick up 35 stations (Mostly in HD) from our area via a good outside HD Antenna & probably even more in other areas although there are Religious, Hispanic & others I may not want but hey its free & in my six months as a guest Of Florida I would save $540....good start on a Cruise!
