For shopping, Rehoboth outlets is probably a better bet. Delaware has a state park beachside that many people like.
Our go-to place was always Assateague Island. We love the lack of crowds and wide open beaches. It is close to Berlin, MD a wonderful little town. It is just a few miles outside Ocean City so an easy trip for anything you might need or want to do.
Personally, I never liked Virginia Beach. It is extremely crowded, a lot of 'suburban sprawl,' and the beaches aren't any better. We would always pass it by in favor of North Carolina beaches.
