Having the age rule is understandable. Nobody wants to be in the site next to a neglected clunker. Restored & lovingly cared for RVs are wonderful things to see. Nobody wants to look at a new anything that looks like it went on safari on its way to the CG.
CG owners want their CGs to look good with nice clean rigs but won't allow simple washing. Go figure! In even the most expensive marinas boat cleaning is going on constantly. Old, well maintained boats, are the ones that get the attention of dock strollers.
