This is all going on a legal basis, which would needed to be decided by the courts if the RV park decided to not allow him to stay. Just because you say that legally they have to let you stay, doesn't mean they will. If they give him his money back and say he can not stay, is he going to sue? I doubt it. He would be spending more time and money doing that. Plus he would need to return back to that locale for the small claims court proceeding.
