I was told by a lawyer friend that the '10 year' rule is the same as the various dog rules. It give the c/g owners tools to deal with folks they might not otherwise be able to.
In many states it's very difficult to deal with a 'resident' compared to a 'guest' or 'tourist'.
Witness the numerous locations that overnight parking (Wally-docking) is no longer legal to try to prevent people taking up residence there.
By setting rules, and having in the fine print of the form you sign when checking in, they can then deal with a problem by saying you broke the rules you agreed to abide by and you need to leave.
