First, I think you will find that most states define a "resident" as somebody who has occupied a residence, or leased a spot to park their own accommodations, for a SPECIFIC length of time, as in greater than 30days, 90 days etc...... This is why some campgrounds will not rent spots by the month, and demand that you leave with your RV in less that a 30 day time period.
Second, your comment about why you believe that establishments ban overnight parking is a little out there. There is a long history of local campgrounds working very hard to deny businesses the ability to allow RVers to overnight at their establishments. It had gone on for at least a decade, resulted in court battles, boycotts and a lot of nasty exchanges between CG owners and RVers. There are obviously other reasons that the practice is banned, but I doubt that the driving force behind 99% of the limits has anything to do with the fear of RVers becoming "Residents" of the local Wal-Mart parking lot.
