One has to consider the outdoor space also. If a MH goes head in, then they want the outdoor space to the right (while facing the lake). But if others back in, then they want the outdoor space to the left (while facing the lake). One group is going to end up sitting under their awnings looking at the road not the lake.
I like Dutch's suggestion of only having the sites on the off-lake side of an access road at a 45 degree angle. This would eliminate the need for the double electrical hookups, etc. and still allow a view from any RV.
You could set up picnic tables, benches, etc. along the lake side so all the park visitors could enjoy the lake during their stay. No canopies, umbrellas, etc. allowed along the lake - just a place to sit and eat or read or just watch the lake. This would allow all visitors to enjoy the lake making all sites more desirable.
I've always preferred to back-in to a driveway/campsite because when I am backing up, I am already in the road and other vehicles can easily see that. When backing out of a driveway/campsite, the other vehicles won't necessarily realize you're backing out and there's more chance of an accident. Kids on bikes, pedestrians, etc. are also more likely to suddenly appear behind you when you are backing out than when you are backing in. That could be an issue for liability.
