Interesting idea but does have some drawbacks.
If the sites are along the small lake, then only those with campsites can enjoy the view.
You are also still required to back up out of the site, so those just pulling in for a night or two would need to unhook just to back out.
Instead, if expense would allow which mainly depends on road surface. I would opt for pull through sites with a road along the lake edge. The road then doubles as a walking path with view of the lake. You could add a few benches between the road and lake which can then be enjoyed by all, not just a few.
