There are plenty of parks where snowbirds stay the season. Those are the kinds of parks that would have quiet neighbors. They go to sleep at 9pm!
Stay away from parks with water activities (fishing, a site next to the pool, etc.). Stay away from parks that have kiddie playgrounds. We have seen tons of parks that are quiet. You're choosing the wrong ones for some reason. Sometimes you need to get off the main drag, too. Right next to a highway is going to be noisy.
