I highly recommend the French Quarter RV Park. We stayed there this past Spring despite other RVers telling us it wasn't in a safe area. We were able to walk to the visitors' center and get tickets on the Hop On/Hop Off bus which stopped there. It takes you all around New Orleans. Since we don't have a toad, we took taxis at night with no problem. The RV park itself is very nicely manicured with helpful staff.
the June 22, 2014 washington compost had an article on the most dangerous neighborhoods in America. Ranked 12th was New Orleans Conti St./Marais St. which happens to be just west of the route from FQRVP to the French quarter. previously I found a web site that showed the area just East of that route to be a high crime area. I guess there is a small oasis in between where it is perfectly safe to walk at night. I mean if it was a bad neighborhood, wouldn't they put a block wall with razor wire on top of it around the park?
I always stayed either at the KOA in Slidel or the one on the West side of town. you can take streetcar from there to down town.
