We use the park several times a year. Yes, the snow birds do fill the park! Without a reservation, it is first come, first serve. They have a good website which explains what's available. That park waives the rule and allows snowbirds to stay for up to six months (Oct/Apr). We did five days there last year over Easter weekend and met good people from Canada, Mich, Wisc, who all arrived in OCT and Nov.
As stated above, there is a tent area (water hookup only) where you could park / camp until a full hookup site is available.
