You're asking for a park at the low range of prices so for Tucson you might check Desert Trails RV, Justin's or Pima Country Fairgrounds. They are listed in RV Park Reviews.
Another area you might check is Benson, AZ east of Tucson. It's a little cooler in winter than Tucson but there's lots to do in that area.

For prices, you will probably have to call them directly as they always change and monthly rates are usually cheaper, too.
