Good question. I think the COE reservation system has been privatized, making it difficult to pin down the responsible person. When I inquired why the "Internet" showed the park as being full, when half the spots were empty, I was told, "The lady that does the Internet is not here today". Probably off subject for this topic.
For that incident I never did call since the gate attendant "found" a site for us. Who I would have called was:
US Federal operated campgrounds (across all US States)
National Parks, Lakes, Forests and other federally operated recreation areas across the USA
(US Agencies: NPS, USACE, USFS, BLM, USBR and others)
NRRS Federal Campgrounds

just to see if they showed anything open. COE's are suppose to have so many walk up sites that can not be reserved (why we stop early.) Since the park was fully reserved the attendant was holding those walk up sites in their private double book system. Again off topic, but still nice to know and maybe the practice will stop once it is more known.
