There will be a lot more on final use.
But reading the background (mostly Utah media) the only major change planned is no new mining or oil drilling, the remainder of uses will stay the same.
Interestingly, apparently the Commissioners of San Juan County refused to hold any county meeting on this issue and refused to attend State or Federal meetings. They are now trying to claim this should be stopped as they weren't involved in the process.
