I understand that the State of Utah wasn't to happy with the arrangement but the tribes are pleased, as there are cliff dwellings and Anasazi ruins all over the place. Pictures of the area are amazing.
Nope. Take a look at the designation proclamations.
USFS and BLM for one of them.
BLM and BOR for the other.
NPS and USF&WL have nothing to do with either of them.
