Normally (NC) closed by industry definition = valve in closed position when power is not present. Normally closed gives the fail-safe mode that you want (if a 120 volt solenoid) so if power fails when you're away, it won't allow a leak. We never dry camp so a 120 volt valve works better for us.
If a 12 VDC solenoid, I suppose you would want it normally open so it's not always drawing current? Or could be a latching type on 12 volts in which case a voltage pulse turns it on and next pulse off and doesn't draw power when in a steady state on or off position, but you wouldn't have a fail-safe loss of power feature. A residential garburetor momentary contact switch would work for this.
Also available as normally open or latching type and in various voltages. It's probably a good idea to also install a manual bypass valve.
BTW, the one I got on ebay only has an 11 watt draw and others are twice that.
