The posts & nuts are corroded, and the relay or whatever it is came apart while I was trying to take the nut off. The red wire on the right goes directly to the battery.

1- Auto resetting breaker, it breaks the circuit in case of an overload, it will automatically reset when over load is removed.
2 - NO. Do not bypass. It is there in the event the wire which it protects is pinched and shorted from burning your RV to the ground.
3 - Some Auto stores may have one like that but if not you can substitute a FUSE in place of the breaker, provided it is no higher current rating than the wire can safely support.
Alternately the auto store may have a auto reset breaker in ATC fuse size which also could be used in a pinch.. That type you could buy a weather proof ATC fuse holder to keep the breaker out of the weather.
