BobsYourUncle is correct. The glass has threads but not real smooth...pull and hold the entire fixture, turn the glass lens. You've got it about 2/3 out in the photo. Your pulling against the fixture retainers, that's why it's so hard at first.
NOTE, before you pull the entire fixture, hold the spring loaded retainer wires. They will snap like a mouse trap when they clear the hole and chip the glass lens...hurts when they hit your finger too.
