yes you could install it for just the charge controller.

It doesn't need to be installed near the physical devices, just this shunt must be between the devices negative connection and the battery if you want to measure them.

What charge controller do you have? many have an add-on meter option that may give you that info and then this could be your 'entire system' monitor.
