Not sure why a GFI would be needed? There's no code requirement that I'm aware of and not sure how your body could complete the circuit to ground. Water heater elements for ex., don't need to have a GFI.
I think the quotaion marks denote that someone is pulling your chain.
The circuit mentioned is definitely a workaround for forgetfulness. Since I have an actual metal pressure tank it wouldn't warrant the work but that doesn't mean others can't take advantage. Thanks for posting your fix!
