I'm concerned with item #3. There is much more in latex paint than just water. Are you SURE these other additives will not adversely react with the tires. Here is an overview of what is typically in latex paints:

If you are comfortable with all those ingredients then you just MIGHT be OK coating your tires with it.
Personally, I think you are trying to fix a problem that already has a perfectly good solution. Tire covers.
