I have seen a lot of cracked sidewalls, and I've seen a lot of people use tire covers to protect them from the sunlight for this reason. The only thing I can find on anyone painting a tire is when making a planter, and when a hotrodder wants to make their own whitewalls. In the latter case, yellowing is a concern. I am going to paint a patch on a tire to try it out. I'll start with a good quality latex paint (which a can get for free at the local hazmat disposal site). If that peels off, I might try a vinyl paint. If I'm using black paint, peeling or flaking won't be noticeable--at least, not when you aren't up-close.

Speaking of latex, I have had great success fortifying concrete ith latex paint. It becomes much stronger, more adherent, water resistant, and works as a colorant. I wonder why municipalities don't dispose of their paint this way.
