The load range D tires will give you a nice fuzzy but the weak point is still the axle limit. In other words going up a load range doesn't increase your CCC. So you still need to watch the weight. Unless the price between the C and D is nominal, I'd stick with the C.
Can't answer your 15" question. Others have done it so I know you probably can, I just don't know what the caveats are.
