I assume he's referring to adding weight via additional contents that would ordinarily not be towed, eg: extra water in the freshwater tank, plate steel for the purpose of ballast only, etc.
Well could just be the OP choice of words, using "Adding" rather than "Moving".
Personally I think I would load the 5er in a normal fashion and head to the scales, then make a decision. I would not run much less than 20% pin weight.
My choice is while I run over GVWR, but under Rear GAWR, I choose to run with a full FW tank which is just forward of the axles, as it tows smoother.
