I get the porposing sometimes as well and while I am close to my axle and GVWR of my truck (7k axle and 12400 truck), I am under combined GVWR and well under the tire ratings. I put timbrens on to help level it out a bit and it helped with the ride...I also found that having some fresh water in the tank helps even more and evens out the ride.
My pin weight is about 3200lbs which is 22% of the weight of the trailer when I scaled it (14500)...dont know if putting more stuff in the basement would help, but then I would likely go over my rear axle rating...the water tanks being just in front of the axles seems to help the ride for me
