Assume My Dump Valve is Closed and Won't Open !
...........So what pump do I Need so I can run a hose down into the black tank via the commode and siphon out the contents and then replace the dump valve ? , thanks , jigger

With all of the possible things that can go wrong, and be prepared for, sucking my black tank is not at the top of the list. If you are that concerned, buy a spare handle/cable to have on hand.
