Assume My Dump Valve is Closed and Won't Open !
...........So what pump do I Need so I can run a hose down into the black tank via the commode and siphon out the contents and then replace the dump valve ? , thanks , jigger

A macerator is not designed to "lift", I don't know of anything in the few hundred dollar range that would vacuum this out.
If it ever actually happens, pay the honey-wagon, and then fix it.
