Have you been putting something in your tank to control orders? I had the sme problem and I'm looking for a cause.
Now what might help, loosen the 4 screws holding the valve in place. Loosen the two farthest from the valve stem first then try to open your valve. And you should probably get a hand valve for the end of your pipe. It goes on in place of the cap. Don't cost much. If you try that let me know the out come.
If that works with the screws still loose and the valve closed pour some vegetable oil in and let set some time. If the valve seems to loosen up repeat several more times. When the valve is working snug the 4 screws back up. Dont get down on them. Try again. You might be good to go.
