I have found the most common reason for chucking is low pin weight percentage.
These weights are from a CAT scale the truck drops about 1" to 1 1/2" I believe I have not measured it. The pin weight is 22.4% and the pin weight is 2360
From the CAT scale numbers you gave I get a pin weight of 2160 lbs which calculates to about 21% pin weight. Even at that the trailer should tow good and not chuck.
