I think you will find that they are bolted in and sent down the line.
And how to they set the distance between the tires? Is bolting the axle to the spring pack "close enough." Not just a matter of caster and camber. There is often a locating pin on the axle and a hole in the spring pack to do a rough set but I have seen several without those locating pins. I had one axle that shifted and one side was 1 1/2" closer to the tire than the other.
