Absolutely, the correct thing to do if you think someone is having mental issues is contact the local police and inform them of your fears and ask for a mental health welfare check. Most PD's have a mental health officer or unit that coordinates with the local MHMR offices.
And please cop bashers don't tell me that the police won't do anything. We will and we do all the time in our department.
