That's what it looks like to me too... I'm guessing the peeling part to be the least of the issue. It appears to be a plastic coating over a rubber tape that should/could be replaced.
The crack and rotten wood on the bottom is more concerning obviously.
Have to determine where the water is coming from and seal up but my money is on the crack (or something else on the slide itself) not the peeling tape.
