Since it has basically sat for many years I would take the brake drums off and make sure everything is well lubricated and free of rust. Grease the bearings and put the drums back on, set the bearings and adjust the brakes properly.
In addition, I would test the output of the controller to make sure you are getting enough voltage. Check the trailer plug to make sure the contacts are clean. Also check the wire connections at each brake to make sure you are getting good contact.
